Terms and Conditions for making a booking with Surrey Outdoor Learning and Development

Please ensure you have read and understood these Terms and Conditions and our updated Privacy Policy (May 2018) before making a booking.

Surrey Outdoor Learning and Development (SOLD) is part of Surrey County Council (SCC) and welcomes young people and adults from all backgrounds and types of organisation to their Outdoor Education Centres.

Definitions: SOLD is an educational centre and the term 'Student/s' or 'student/s' refers to everyone, whatever age, visiting or taking part in an activity or course booked at any of the centres or delivered by a SOLD member of staff off-site.

1. Booking

Responsibility for the details of bookings and for payments lies with the staff member of the organisation, or the individual adult, ('the booker') making the booking with SOLD.

2. The booking process for group bookings made through the Booking Office

For online bookings, see section 3.

Please note that the receipt by SOLD of the completed booking form is regarded as your acceptance of these terms and conditions

2.1. Quotes

Written Quotations for a booking are valid for 10 working days from the date of issue and do not constitute a commitment from SOLD to provide the quoted service.

2.2. Provisional Booking

After the initial contact and request for activities and resources has been made, a summary of the provisional booking will be emailed to you. It is your responsibility to check that the details are correct. This provisional booking will be held for 10 working days unless it is a late booking, see 2.6.

2.3. Special Requirements

It is the responsibility of the booker to inform SOLD of any medical conditions and special educational needs or disabilities of the student/child prior to confirming a booking.

It is SOLD's policy not to exclude any child due to specific needs and/or medical conditions wherever possible. A conversation must take place to discuss how SOLD may best accommodate the child and consider whether any reasonable adjustments can be made to ensure they are able to fully participate and enjoy the activities booked for their group booking.

The needs of each child vary, so decisions are made on a case-by-case basis and depend upon the level of support each individual child may require.

2.4. Confirmation of booking

You must confirm the booking within 10 days of making the provisional booking. The email sent in 2.2 will contain instructions on how to complete the Booking Confirmation Form online, via the SCC website. A deposit will be required. (2.4).

2.5. Deposit

In order to secure your booking, a non-refundable deposit, (10% of booking value or £50 whichever is the greater), is required. Once the completed Booking Confirmation Form is received, an invoice for the deposit will be issued by the Surrey County Council Shared Service Centre and should be paid immediately. If this is an internal SCC booking, you must supply the Cost Centre and GL Code against which payment will be taken.

2.6. Confirmed booking

The booking will be considered confirmed and firm once the fully completed Booking Confirmation form has been submitted. The booking is not transferable to another date. Payment of the invoice raised will be due.

2.7. Balance of payment

An invoice for the balance of payment will be sent to you not less than 8 weeks in advance of the first day of the visit or activity.

2.8. Late bookings

Bookings made less than 8 weeks in advance must be confirmed within 5 days. The booking is then considered confirmed and payment will be due in full. A late booking cannot be held as a provisional booking (2.2).

2.9. Cancellation of booking

All cancellations must be made by email and acknowledged by the SOLD Bookings Office.

The booker has the right to cancel by email any activity, resource, catering or facility within 5 working days from the date of confirmation of the booking and shall be entitled to a full refund of payments made, unless the booking is made within 5 weeks (25 working days) of the first day of the visit or activity. Then 50% of the fee less the deposit will be refunded.

2.10. An administration fee

A £27 fee for Group Bookings and online courses paid via invoice, will be applied in the event of cancellation of the booking, or part cancellation of activities, resources, catering or facilities by the booker, or other representative, from the booking organisation.

A cancellation fee will also apply. SOLD reserve the right to redeploy resources not required, in line with our operational requirements. The deposit will be retained by SOLD in all cases.

2.11. Group booking cancellation fee

The fee charged is dependent on the period of notice given in advance of the first day of the visit, activity or programme, according to the scale of charges/fees below. This will determine how much you will be refunded.

In all cases the value of the non refundable deposit will be subtracted from the value of the booking, and the cancellation fee will be applied to the balance.

  • If more than 8 weeks in advance – Non refundable Deposit and administration fee
  • less than 8 calendar weeks' notice – 10% fee on the balance, plus administration fee
  • less than 6 calendar weeks' notice – 50% fee on the balance, plus administration fee
  • less than 4 calendar weeks' notice – 80% fee on the balance, plus administration fee
  • less than 2 calendar weeks' notice – 100% fee on the balance.

In the case of cancellation of part of the booking, the cancellation fee calculation will be applied to the whole value of the items cancelled. The deposit will be retained against the remainder of the booking.

This does not affect the booker's cancellation rights under Clause 2.8

Cancellations must be made either by email to outdoor.learning@surreycc.gov.uk or by telephone (01372 378901) which must then be confirmed by email.

2.12. Value Added Tax

Value Added Tax (VAT) will be charged at the rate appropriate to the booking.

2.13. Access

Access to buildings, rooms and outside areas of the centre is by prior arrangement only. In order to be certain that your requirements are met this must be specified during the booking process.

3. The Booking Process for TAZ Holiday course bookings made online

For TAZ Group bookings, see sections 2, 9,10 and 12

You must be the legal parent, legal guardian or legal carer to book a child or children on to our TAZ holiday courses.

3.1. Special requirements

It is the responsibility of the legal parent/guardian/carer to inform SOLD of any medical conditions and special educational needs or disabilities of the student/child prior to making a TAZ booking.


If the student /child has any additional needs that would require more personalised support, please contact our bookings team either by email outdoor.learning@surreycc.gov.uk or telephone 01372 378901 to discuss.

3.2. Payment

Must be made online at the time of booking using a credit or debit card.

All fees must be paid in full before SOLD can accept a student on any activity.

For information regarding methods of payment, please refer to 'Information about Payments to SCC' at 'Pay for it', 'Pay for it online' on the SCC website (www.surreycc.gov.uk).

3.3. TAZ confirmation

The student's place or course will be confirmed after SOLD receives the completed online booking form and payment in full. Confirmation will be by email to the address entered on the booking form.

The booking is not transferable to another student or another date.

3.4. Arrival and Departure

3.4.1 The parent/carer of the student must arrive with the child or children and depart with the child or chidlren on TAZ courses according to the booking made online. Standard days for TAZ run from 9.30am to 4.15pm. Drop off time is at 9.30am. Collection from 4.15pm to 4.30pm. Please ensure you arrive to collect your child promptly.

3.4.2 If you are running late, please contact SOLD so that arrangements can be made for staff to stay on site with your child. We need to retain two members of staff on site with any children. We therefore have a late collection fee to cover their additional hours (see 3.5,3.6,3.7 and 3.8)

3.4.3 If you are happy for your child to make their own way home or meet you at a pre-arranged pick-up point, please let the Centre know on the first morning or email the week before the course starts.

3.4.4 Mobile Phones - We do not encourage the use of mobile phones at SOLD sites. If your child must bring a mobile phone onto a SOLD site it will be handed in at sign in, stored securely and returned at sign out. If a child needs to use their mobile phone whilst on site this must be done with permission and under supervision of the duty worker. If a child is seen to be using a mobile phone without permission, the phone will be handed to the duty worker, stored securely and returned at sign out.

3.5. Extended days TAZ courses (Monday – Friday Only, subject to availability)

  • Early Preparation 8.00am to 9.30am
  • Extended Activity Day 4.15pm to 5.30pm.

3.6. Charges for early drop off

Must be booked and paid in full online in advance of activity day that the child is attending.
For parents/carers who drop off their child/children outside of the drop off time (see 3.5) without pre-booking as online booking will be charged.

3.6.1 Full payment by debit/credit card will be required at time of drop off.

  • 8am to 9.25am, fee £15 per child

3.7. Non or late collection of children from TAZ activities

Parents/carers who do not collect their child or children on time (see 3.4) will be charged per child.
Full payment by debit/credit card will be required at time of collection.

Standard day

  • Collection after 4.30pm until 5pm fee £15
  • After 5pm £1 for every consecutive minute

Extended activity day

  • Collection after 5.30pm fee £15 until 5.45pm
  • 5.45pm onwards £1 for every consecutive minute

3.8. Policy for non or late collection of children

If the parent/carer has not contacted the centre and the child has not been collected, SOLD staff will wait behind with the child and attempt to contact the emergency contact/s supplied. The child will not be allowed to leave with anyone other than those named on the registration form and without prior permission from the parent.

If no response is received after one hour, SOLD Senior Management will contact Surrey County Council's Children's Single Point of Access to report an abandoned child who will advise on the next steps.

3.9. TAZ online booking cancellation

All cancellations must be made by email and acknowledged by the SOLD Bookings Office.

The booker must cancel by email to: outdoor.learning@surreycc.gov.uk

3.9.1. There is no cooling period for TAZ Holiday Courses.

3.9.2. If a booker cancels a TAZ Holiday booking, SOLD will not give a refund.

3.9.3. If the booker cancels a TAZ Holiday course, SOLD will offer the booker a unique discount code for 80% of the cancelled place value. This will only be valid on the same course and same date. This code may be offered by the booker to friends and family, to fill their cancelled place. The unique code booking must be made more than 24 hours before the course start date and time.

3.9.4. Bookers are also advised to read clause 8.

4. TAZ cancellation by SOLD



4.1. SOLD reserves the right to cancel any course in the event of insufficient numbers for the activity to go ahead and the booker will be entitled to a full refund or will be offered a place on an alternative course. The decision to cancel a course will be taken at least a week before the start of the course/activity and all students will be informed by email to the address on the booking form.


4.2. Courses and activities are subject to alteration in the event of adverse weather conditions or other factors which are beyond SOLD's control. In this event, SOLD shall provide alternative activities or a refund where appropriate.

5. The booking process for professional training in the outdoors (PTITO) course bookings made online

5.1. Special requirements

It is the responsibility of the 'booker' to inform SOLD of any medical conditions and special educational needs or disabilities of the student prior to making a TAZ booking.

5.2. Payment

Must made online at the time of booking using a credit or debit card. All fees must be paid in full before SOLD can accept a student on any activity. For information regarding methods of payment, please refer to 'Information about Payments to SCC' at 'Pay for it', 'Pay for it online' on the SCC website www.surreycc.gov.uk .

5.3. Payment via invoice online bookings

Only available for bookings made online for PTITO course.

The booker must request by email to outdoor.learning@surreycc.gov.uk to pay by invoice, this request must be acknowledged by the Bookings Office at SOLD.

Issue of an invoice will be subject to an additional charge of £27 per invoice raised, this will be in conjunction with 5.4

5.4. Course confirmation

The student's place or course will be confirmed after SOLD receives the completed online booking form and payment in full. Confirmation will be by email to the address entered on the booking form. The booking is not transferable to another student or another date.

5.5. Cancellation of PTITO Course Booking

All cancellations must be made by email and acknowledged by the SOLD Bookings Office.

Notice is given more than 8 weeks in advance of the (PTITO) Course start date

5.5.1. Notice is given 8 weeks or more in advance of the (PTITO) Course start date
The booker must cancel by email to outdoor.learning@surreycc.gov.uk within 14 days of making the booking to receive a full refund; in conjunction with 5.7 if applicable
If the email is received after 14 days of making the booking the appropriate administration fee will be charged, per cancellation. (See 5.6, 5.7 and 6)

Notice is given less than 8 weeks in advance of the (PTITO) Course start date

5.5.2. There is no 14 day cooling period for any PTITO cancellation given with less than 8 weeks' notice in advance of the course start date.
Refunds will be in line with SOLD PTITO cancellation charges and appropriate administration charges (see 5.6, 5.7 and 6).

  • less than 8 calendar weeks – 90% refund of the booking value, less administration fee
  • less than 6 calendar weeks – 50% refund of the booking value, less administration fee
  • less than 4 calendar weeks – 20% refund of the booking value, less administration fee
  • less than 2 calendar weeks – 0% refund of the booking value.

5.6. Professional Training in the Outdoors courses Cancellation

Notice of cancellation must be emailed to outdoor.learning@surreycc.gov.uk
In the event of cancellation of the booking, an administration fee of £10, per place that is cancelled and the appropriate cancellation charge will apply for bookings paid online.

5.7. Administration Fees

Payment by credit/debit card; £10 per cancellation.
Payment via invoice; £27 per invoice issued or credit note issued, in any notice any period.

6. SOLD PTITO cancellation charge

The cancellation charge is dependent on the period of notice given in advance of the first day of the visit or activity, according to the follow scale of charges below.

Cancellation charge bookings made online

  • more than 8 weeks in advance – administration fee only (unless invoiced then administration fee will apply)
  • less than 8 calendar weeks – 10% charge of the booking value, plus administration fee
  • less than 6 calendar weeks – 50% charge of the booking value, plus administration fee
  • less than 4 calendar weeks – 80% charge of the booking value, plus administration fee
  • less than 2 calendar weeks – 100% charge of the booking value.

The cancellation charge will not exceed the value of the booking.
This does not affect the booker's cancellation rights under Clause 5.5.1
Cancellations must be made by email to outdoor.learning@surreycc.gov.uk or by telephone (01372 378901) which must then be confirmed by email.

6.1. Cancellation by SOLD

SOLD reserves the right to cancel any course in the event of insufficient numbers for the activity to go ahead and the booker will be entitled to a full refund or will be offered a place on an alternative course. 6.2. Alterations

Courses and activities are subject to alteration in the event of adverse weather conditions or other factors which are beyond SOLD's control. In this event, SOLD shall provide alternative activities or a refund where appropriate.

7. Alterations and amendments

7.1. Alterations may be made to the group booking (ie., non-online bookings) either by email (outdoor.learning@surreycc.gov.uk) or by telephoning the Booking Office 01372 378901 which must then be confirmed by email. SOLD cannot accept changes to the booked programme fourteen days or less prior to the commencement of the course.

7.2. In the event that a lower number of participants than booked attend on the day, SOLD will allocate resources appropriate to the group size. SOLD reserves the right to reallocate surplus resources as operational requirements dictate. Reimbursements will be in accordance with our cancellation charges.

7.3. Changes to a group booking made through the booking office will incur an administration charge. The administration charge is £27.00 in respect of each change made to booking details after final details have been submitted or the final invoice has been raised.
This does not affect the booker's cancellation rights under Clause 2.7.

7.4. Minor changes requested by the booker to an online booking must be emailed to outdoor.learning@surreycc.gov.uk and consent to the changes agreed by SOLD Bookings Office.

7.5.Changes to online bookings will incur an administration charge of £10.00 in respect of each change made to the booking details after the initial booking has been confirmed.

7.6.The administration charge for online bookings must be paid online by debit /credit card using the payment form that will be sent by the SOLD Bookings Office. Payment must be completed before the change will be implemented.

8. Health and fitness

8.1. The booker, group leader, parent/guardian, or adult student (over 18) must confirm that the student

  • understands that they must comply with all safety precautions and instructions given by staff
  • is physically fit enough to take part in the activity
  • is confident in water, if applicable

8.2. The booker, group leader, parent/guardian, or adult student (over 18) must notify SOLD of any existing medical conditions experienced by the student and any condition which may affect any student's ability to take part in the activities.

8.3. The booker must contact SOLD in advance of making a booking if the student /child has additional needs that would require more personalised support, please contact our bookings team to discuss support needs prior to making a booking and to identify whether we can accommodate their needs.

8.4. All students undertaking the course/activity in question must be properly and correctly attired and shall ensure that he/she brings suitable footwear and clothing for the activity in question. For example; a pair of trainers or outdoor shoes and waterproof clothing for land-based activities; for water-based activities; swimming costume, plus a t-shirt, shorts, a pair of old trainers/water shoes, a towel, and a change of suitable dry clothing, including a jacket and dry shoes.

8.5. SOLD does not accept responsibility for loss of payments or additional expenses due to sickness, weather, strikes or any other causes. Group or Personal travel insurance / accident insurance is not included in the booking. SOLD recommend that independent insurance cover is purchased by the booker to provide adequate cover.

9. Reasonable care & negligence

9.1. All students, leaders or members of the public using the Outdoor Education Centre's facilities must adhere to all rules, regulations, policies and signage. These are for both students' and others' safety and wellbeing.

9.2. SOLD staff will take all reasonable care of every student/visitor. SOLD accepts no responsibility for any illness or personal injury whilst they are at the Outdoor Education Centres, except in the case of proven negligence on part of SOLD and for this purpose SOLD carries mandatory third party cover for the activities carried out at the Outdoor Education Centre.

9.3. For group bookings the Group Leader shall take responsibility for the group during breaks
between sessions, during 'self-led' activities and overnight.

9.4. For individuals, not groups, under the age of 18 who are booked on courses or activities, SOLD will take responsibility for student whilst under instruction and act in loco parentis between activity sessions.

9.5. In the case of proven negligence on the part of a visitor, student, the booker, group leader, parent/guardian, or adult student (over 18) shall agree to indemnify SOLD, its employees and agents against all liability for injury, loss to person or persons including death and damage to property, legal expenses and direct consequential losses or damage due to the acts or default of the student.

9.6. Surrey Outdoor Learning and Development is part of Surrey County Council, is covered by Public liability insurance policies taken out by SCC and adheres to SCC policies and guidelines.

10. Personal property

10.1. A student's personal property is the student's own responsibility, SOLD cannot be held liable for the loss of or damage to personal property.
If anything is missing, please notify the Duty Worker at the Centre immediately as there may still be time to find it before the Outdoor Education Centre closes at the end of the day.

10.2. Expensive and treasured items such as jewellery, mobile phones and electronic devices should not be brought to the Outdoor Education Centres as they are unnecessary and inappropriate while taking part in activities. If found, children will be asked to handover the device to the Duty Workers. The item will be locked and secured at all times. The item will be returned to the authorised parent/carer at the end of the session.

10.3 Mobile Phone and electronic Device Use

Surrey Outdoor Learning and Development (SOLD) fosters a 'culture of safety' in which children and staff are protected from abuse, harm and distress.

We therefore have a clear policy on the acceptable use of mobile phones and electronic devices that is understood and adhered to by everyone: staff, children and parents and visitors.

Throughout this policy, "phone" is used as a single term for all electronic devices. Please find out more information about our phone usage policy.

11. Off-site activities

11.1. The visit or programme may include off-site activities such as the use of the Canal Boat, orienteering, 'mountain' biking or canoeing on the river. All SOLD's usual standards of care and supervision apply.

11.2. Transport may be by minibus driven by licensed SOLD staff.

12. Group leaders and supervision of groups

12.1. All groups must have a designated Group Leader who is an adult (18 years old or over)

12.2. All Group Leaders undertaking such a role for a particular course or activity shall be in the position of loco parentis for students under the age of 18.

12.3. Groups must be under the supervision of responsible adult leaders and at least two leaders must be present with the group on site at all times. This supervision may be carried out from a distance when/where appropriate.


12.4. The Group Leader will be responsible for conduct of all members of the party.


12.5. If the group contains female students, then there must be female leaders with the group.


12.6. SOLD requires a minimum of 1:15 adult to young person ratio for effective supervision of visiting groups.


12.7. Whilst on the water the group leader becomes a participating group leader and must be supervised by SOLD staff.

12.8. SOLD will support the organisations sickness policy whilst on site. If SOLD are in loco parentis, we reserve the right to decide situationally.

13. Incompatibility

13.1. SOLD reserves the right to remove, exclude or refuse any student at any time, prior to or during a course if, in SOLD's opinion, the student is having a detrimental effect on the group undertaking the activity, jeopardising the safety of the group carrying out the activity or having an adverse effect on the activity itself. No refund will be given.

13.2. Any persons, including the students, using the facilities at the Outdoor Education Centres who are deemed to be causing disruption or distress by either their language or actions will be asked to leave the Outdoor Education Centre or any course/activity. The Group Leader will be expected to make arrangements for the student to be collected immediately. No refund will be given.

13.3. SOLD reserves the right to exclude any person before or after commencement of the Services should important personal details have not been fully declared, or a User deemed inappropriate and/or incompatible with the health, safety, well-being or enjoyment others Users. No refund will be given.

13.4. In 13.1, 13.2 and 13.3 if the Student is under 18 years SOLD will expect the parent/guardian to come and collect the Student immediately.

13.5. SOLD may call the Police in the event of any disturbance by any Student or Group Leader, or if a public order offence is likely to be committed.

13.6. Under no circumstances should the Student or Group Leader or any member of the public tamper with any equipment/items belonging to SOLD or its staff. Please ask for assistance.

13.7. Smoking is not permitted at any of the Outdoor Education Centres. The consumption of alcohol or drugs is not permitted at any of the Outdoor Education Centres.

13.8. In the unlikely event that a Student experiences a problem or difficulty during the course/activity, the matter should be reported immediately to the Duty Instructor who has the authority and direct knowledge to deal with such issues.

14. Programme changes

Courses/activities are subject to alteration in the event of adverse weather conditions or other factors which are beyond SOLD's control. If the courses or activities are cancelled due to safety reasons or availability, SOLD will provide alternative activities or a refund where appropriate.

15. Comments, compliments and Complaints Procedure

15.1. We welcome your comments, compliments and complaints as they help us to improve our service.
Please let us know if our staff or services have been helpful, but if things do go wrong, please use this procedure to help us to look into your complaint.

15.2. If you have a comment or concern, talk to the DUTY WORKER at the Outdoor Education Centre.

If you feel that the issue cannot be resolved at this point, please contact the Business Support Team who will enter the complaint on the SOLD system.

Whoever you speak to will listen to, and note, what you have to say and will forward the information you have provided to a Senior Manager who will investigate and respond to you.

We aim to sort out simple complaints within 10 working days. We will contact you if we think it will take longer.

15.3. Notice in writing of any claim or dispute must be received within 28 days of the date on which the Services ended.

16. Competitions

16.1. Each competition/ promotion run by SOLD will have specific terms and conditions of use.

16.2. No competition/promotion can be used in conjunction with other discounts or vouchers.

16.3. No winning offer can be transferred for cash.

17. Childcare Vouchers

If you have a child care account, including Tax-Free Childcare account, you can use these to pay for all or part of your holiday activities at TAZ at High Ashurst, Henley Fort or Thames Young Mariners.

We can only accept online bookings using digital childcare vouchers or Tax-Free Childcare a minimum of 14 days prior to the course start date.

At the payment stage please enter your provider name and child/children's name in the box provided.

17.1. Childcare vouchers

Before you can make a booking on our website using childcare vouchers, you must first register us (Surrey Outdoor Learning and Development) as a holiday scheme provider with your childcare scheme.

When setting up your account you may need to use our address and/or postcode or Centre Ofsted Number. Please note we have three centres with different carer IDs – please see web page for current providers.

17.2. Tax-Free Childcare

You can pay in part or in full with Tax-Free Childcare in a similar way to Childcare vouchers. You must first be registered with Tax-Free Childcare before you can book with us.

Once you have booked and are in the payment screen, select the option to pay by Childcare Voucher and enter your long childcare reference number you have been issued with (1st letter of your child's name followed by the 1st 3 letters of your child's surname then 5 numbers).

If you do not have your long reference number at the time of booking, please provide us with this by mailing TAZcourses.enquiries@surreycc.gov.uk within 72 hours of completing the booking.

Please ensure you advise Tax-Free Childcare once you have made your booking so that they make payment to us on your behalf. We should receive this payment within 1 day.

Until we receive this your booking will remain as a 'provisional' booking.

17.3 If we haven't received the payment within 7 days of the booking being made, the booking will be cancelled and you'll need to book again online.

17.4 If you have already made a booking and paid by debit/credit card, we are unable to retrospectively apply Childcare Vouchers and refund any payments that have already been processed.

17.5 Please note Childcare vouchers or Tax-Free Childcare may not be used for Schools, Groups or Family Holidays.

18. Discount codes

18.1 Discount codes may not be used in conjunction with any other offer and cannot be applied retrospectively to existing bookings.

18.2 If a discount code is seen to be misused SOLD will charge the booker full price for the booking.

18.3 Payment must be received in advance of the booking date or by the time stipulated by the SOLD Bookings Team.

18.4 SOLD reserve the right to cancel the booking if full payment is not received.
